It appears that in 1970, the teams that compete in LOSSA today, participated in three separate leagues under the umbrella of COSSA:
Oshawa Collegiate League
P.D.S.A.A. (Pickering District Schools Athletic Association) operating under the direction of president Cam Ballantyne.
Lakeshore League: Members unknown however both Bowmanville and Oshawa Catholic (known today as Paul Dwyer) had teams.

The November 12th edition of the Pickering Post made mention that Dunbarton was advancing to play the second place Oshawa team while Pickering would be playing the first place Oshawa team with the winners of those games to play off at the COSSA meet in Peterborough.

Semi-finals
Friday, October 30th
Oshawa Central 21, Dunbarton 7 ... Dunbarton touchdown scored by John Williams on a pass reception from Dave Dennison
Pickering 11, O'Neill 8

The October 30th game was the last of the 1970 season for Dunbarton and based on a comment about the October 23rd game, we suspect that this was a semi-final game.  Both Oshawa Central and Pickering advanced to play in the C.O.S.S.A. finals according to the November 5th issue of the Pickering Post.  We have been unable to ascertain whether Oshawa Central and Pickering played each other following the Semi-final games.

Lakeshore League

Oshawa Catholic vs. Bowmanville

Notes:
The November 5th edition of the Pickering Post contained information about Dunbarton losing on October 30th.  The following week, there were articles pertaining to games played on an unknown date and October 23rd.  Apparently the October 30th game was the final game for Dunbarton and reference was made that Oshawa Central was advancing to play in the C.O.S.S.A. finals.  The paper the next week commented that Dunbarton would be playing the second place Oshawa team while Pickering would be playing the first place Oshawa team with the winners participating at a C.O.S.S.A.  meet in Peterborough.  Within the same edition (November 12th), there was a report that both Pickering teams were edged out the previous Wednesday however they could take consolation in that they had both won L.O.S.S.A.
Should anyone be able to clarify, it would be greatly appreciated!
